I think it depends on how your pants fit you and whether you get Jarret Stoll pant tuck syndrome.  My current pants are a little longer and it doesnt matter, my previous pants were shorter and i had to chop it

I leave mine but they're old-school 7K style shins with an extra long flap on the liner as well as the shorter one connected to the knee cap. The longer layer beneath seems to keep the thigh tensioned enough to not get the top flap caught on my pants. After breaking the shins in, I don't even notice the extra padding they have.

I have one pair with flaps cut that I bought and one pair with flaps.  To me that pants didn't bother me with the flaps cut, but I can see if your socks aren't tight enough above your knee that your pants would get stuck and cause Jarret Stoll pant tuck syndrome which is annoying as hell!!

Are we talking strictly pro models? The last two shin guards I've used were the retail Reebok 11K's and 20K's, both of which had removable flaps. The person who came up with that idea is a goddamned genius and I salute them.
