Is that big or small ? And what's the range I can be from biggest to smallest ?

It's the toe cap size appropriate for that skate. You can go one size up or one size down in toe caps if my memory serves me correctly. So if the skate is a size 9 you can go down to a 7 or go up to a 9

So what's the difference in size is it higher or wider or both compared to a 7

If the skate is a 9 and the toe cap is size 10 the cap would be larger. If the skate is a 9 and the cap is 8, the cap would be smaller.
