Was gonna suggest waxed laces, but you mentioned you tried that.
Might want to try lacing your skates based on one of these

Have you tried looping the laces twice before tying the bow? Or lacing outside then in
I've tried the double loop and it somewhat works but I'm still getting the same thing happening. I'm gonna try lacing outside in next skate and see how that goes.
Also, what exactly is a probation problem??

I wish today's skates would just integrate the buttery eyelet areas of '90's Grafs or CCM Tacks. It's like a vacuum fit. The stiffness below that is much better from today's skates but they're just too stiff on top of the foot. I'm hoping the new RibCors are a step in that direction, but I'm not holding my breath.

Try using extra long laces and wrapping around the the top of the boot once before tying. I've done that recently and it definitely keeps my skates tight for the duration of my ice time.

Maybe you got a pronation problem
This.

Most likely culprit for laces loosening...
I suffer from overpronation due to bowed legs. Usually have to retie my skates every period.

How about using a Reebok lace lock. It usually comes on the 4th eyelet but you could even put extra at the top.

I did this back in 2016 and I found it doesn't work as well as you might expect.
Pros -- initially stayed really tight
Cons -- caused a lot of lace bite, the laces would eventually loosen and it was harder to retie them quickly because of the latching system, the lace locks would move around despite being screwed in tight, and they didn't improve anything.
Tried different eyelets and different laces, no dice, no difference.
