If you count the strides it's at least 4. That's charging.  He also sees Kassian's head is down looking at the puck while engaged with another player. He did make the body the primary point of impact; so it's probably not suspension worthy, but it's definitely not within the rules. I would say it should have been 2 for charging. The low ref was watching the puck behind the net and didn't see how many strides Tkachuk took before making the hit.
