Stick and puck (or stick time) for me has always been DIY practice; shooting, skating, stick handling, etc. Whether I’m playing in the Midwest, east coast, or west coast, games are strictly prohibited. That’s what pickup/drop in hockey is for
I can say that here in Ann Arbor, it goes both ways. I've had some great experiences throwing sticks in and having one side of the ice be 'x on x' while the other side was shooting, etc.
There's definitely some places that will come and break that sort of thing up, tho.
Either way, S&P sessions are a great place to break out the fancy gloves/buckets without having to worry about having a whole setup to go with them.

This has been my experience with "stick and puck" in the Midwest as well, which I think is dumb but whatever I don't make the rules.
On the East Coast it's just "open hockey".
Custom everything.
