It's easy to take that gif out of context, he lifted his leg to let a shot go through, notice Bertuzzi, Beleskey and Lashoff turn to chase the puck

Perry knew where he was and where Howard was, they showed a few replays of it. Puck wasn't really near the net, just my opinion though

Looks like the initial shot was at least in the right direction but after the whistle perry kicks howard in the nuts again while he's on the ground...
