Pulse Ti steel vs Step Black

The Pulse TI is quality steel. I've only used it a few times, but sharpen many pairs and they hold an edge very well. It's not on the level of Step Black, but is Bauer's best offering so far. It does scratch up a bit more than the Step Black, but nothing substantial. I've seen like-new/very good condition sets pop up second hand for as low as $60-$70. Also something to keep in mind: Bauer is coming out with a new holder next year. Their old steel will be compatible with these new holders, but the new steel will not be compatible with Edge holders.
Do you prefer a stiffer holder or something more flexible? Edge holders are softer and more flexible, whereas the XS holders are more stiff and rigid. The difference isn't drastic, but is noticeable when skating hard, especially on turns. If you've liked the Edge holders and haven't had any issues with them, I'd leave them on. You can always buy the Step Blacksteel sets that pop up from time to time on SLS/eBay. If you are dead set on having multiple sets of Step Blacksteel and/or like the idea of a more robust holder, you can have the XS installed.

Preference. The Edge holders flex a bit on tight turns, transactions, stops, etc while the XS holders are more firm. It's not a drastic difference, but it is something to consider if you're going all-in on new boots and holders.

Is there any loss in performance?

Like I said before, it's a preference. The performance of the holders is based on the individual player and their skating style, skills, and preferences. One holder does not perform "better" than the others.
